Bush stated he would only go to war with Congressional Approval. He didn't just slam the hammer down and invade Iraq. He asked Congress. As Hillary and Biden made it very clear that war was needed, hence their "YES" vote.

Nancy Pelosi in 1998 made it very clear that Saddam's WMDs were a giant stockpile, making the Democrat and Republican vote an easy one.

Pelosi's statement from 1998 was neither. It was simply anti-Saddam. It made no mention of war.
