Actually, at this time every city and state in the U.S. allows concealed carry permits. It's extremely rare in some cities (like NYC), but it is allowed (for those with political connections and money).

Unintentional injuries (all causes) are the 4th ranking cause of death in 2013 overall. Going to the CDC's WISQARS database, looking at 2013, there were 505 unintentional gun deaths. So that means that guns were responsible for less than 0.5% of accidental deaths. I don't think that's much of an issue. I have a question? Why are you mixing up years in the above? IMHO, you are attempting to lie, which you are known to do, deputy Director. This just shows me how dishonest the anti-gun folks are.
I hope the irony is not lost on you went I point out that many people on the Left believe Voter ID laws are there only to hamper minorities voting RIGHTS and you pitch a mandatory insurance law to that will hamper everyone's 2nd Amendment RIGHT. And are fine with it.
wrong. in order to concealed-carry in NYC you need to have a job where you frequently carry around a lot of money, be a retired police officer, or be a person of importance who may be targeted. tens of thousands of other NYers have premise licenses or business licenses. tens of thousands more have premise licenses for a rifle or shotgun
If someone is shot in a non-self defense incident, it is not an accidental injury, it is negligence and recklessness. Even if shooting someone was unintended, it is still a felony-level criminal offense, such as assault with a deadly weapon. There is no standard in the united states where liability insurance would actually pay for incidents stemming from criminal misconduct. To put in perspective, what is being proposed would be akin to telling a person with a knife that they must obtain liability insurance in the event they go out and randomly stab someone.

Actually, only about 500 people are killed each year in firearm accidents, and CCW plays an immeasurably small role in that total. Most happen in the home and are covered under homeowners insurance.

Not true in NYC, you are guaranteed Concealed Carry as part of Retirement, and now under LEOSA, all that is required is that a LEO carry his credentials stamped ***RETIRED*** Under LEOSA, that LEO is qualified to carry in any State.
Also, in NYC when a LEO is involved in an embarrassing incident that they want to keep quiet, they encourage Early Retirement however they issue "blocked credentials" ***No Firearms*** in those cases. Most Medically Disqualified Officers are due to Mental health problems, not physical health issues. Where is the evidence that these incidents, or even a portion of these incidents, involved someone with a concealed carry permit? the number of concealed carry permits that are revoked annually are extremely small. Certainly nothing that would suggest those who have them are responsible for thousands of accidental shootings per year.

You think an insurance policy is going to cover you for intentional acts against another person? But some concealed carry folks to carry insurance, they won't pay out though if you are charged and convicted of a crime in most cases. How come the Left is always trying to force insurance policies on everyone, are they in the back pocket of Big Insurance Campaign Donors?

No criminal or gang member will comply. None of the thousands of thugs in Chicago have ever bothered to register their illegal and stolen guns they shoot and kill people with. Why would you expect them to go further with getting liability insurance?
