There's a reason for this. Russia doesn't have to import raw materials and parts to manufacture arms. It is self sufficient in just about everything, including high tech. As long as they can keep the Ruble low, labor will also remain cheap. It's this low Ruble that makes Russia competitive in the arms market as well, since they can undersell others ...while still retaining a decent standard of living. What they can't do, is import goods from other countries with a higher currency value. But considering Russia's assets, it really doesn't matter except for the rich who can well afford paying high prices.
