Immigration is called "naturalization" in the constitution. The framers were not focused on immigration per se, like in visitors, but only in becoming citizens -- ala naturalized. The only thing they said was that Congress has the sole authority to determine laws of immigration.

The portion of Arizona's law that said they could stop people with reasonable suspicion that they were illegal immigrants, and if they found that to be so, they could deport, was struck down, because the court ruled that the feds had sole authority and discretion there, and if the feds did not want Arizona to do what it was doing, it had to stop.
