The $5 billion would not be 'handed over' to the President. There are checks and balances. If you don't care about the plans why are you participating in this thread?

 

Don't we need manpower, technology, and other assets to secure the wall?

Money for the "wall" includes anything it is that Trump wants to buy.

If he wants to buy video cameras or build a road or pay for court cases to drive Texans off their property, that's part of it.
