Venezuela used to do a passable job at running an oil industry before the Chavistas sacked or locked up pretty much everyone who knew a damn about doing it and replaced them with party hacks & military men. My bet is that these people are enriching themselves while their nation starves. I am sure a future, democratic government could re-hire some of the people who knew what they were doing and hire others from outside. Sadly Maduro and the ruling clique are more interested in power and money than the good of their nation.

After Chavez the oil revenue funded social programs like healthcare, education, and housing. Extreme poverty, infant mortality, and unemployment was cut in half. China invested billions in Venezuela and was helping them develop their oil industry. Russia was supplying them with arms to defend itself from the US and its minions, as well as helping them develop their agriculture for export. As for Venezuela's gold it was being sent to Turkey to be refined. These are the things that freaked out Washington, I mean the last thing our embedded sociopaths would want is to have the country with the most oil in the world prosper and become self sufficient.
