Well, that's exactly my point. The system for white immigrants at the founding was entirely different. The current system was put into place in 1965, with national quotas emerging in the 1920s. Prior to that, specific races and nationalities were excluded (such as the Chinese).

The laws stipulate that there be a national emergency. Kinda hard to argue an emergency exists when you've had 2 years to address the situation and have done nothing.

a wall would require less manpower to secure those areas there for more resources can be diverted to ports of entry
