It means the same in any context. The dictinary doesn’t have special meanings for terms in the decisions written by the SC. If you don’t know what, “ is not absolute” means, you need to consult a dictionary.

How is the 2nd amendment not absolute? Where does it say it's not absolute?

Where did you get "deputized any volunteer"?
Is it easier to rebut your own text? ;-)

Elected Sheriffs' sworn deputies are "regulators"? Think again.

Not necessarily. By default, ownership of ANYTHING is legal. To criminalize it would require a law that did that. The Feds could try it, but I for one would argue that the 9A/10A, or both would prevent that. HOWEVER, if the 2A is killed, individual states could, at least hypothetically, completely ban them in their own states. That would be complicated by ex-post facto and other Constitutional issues (takings w/o reimbursement, etc), but it's at least hypothetically possible.

Of course the 2A ain't going anywhere, no matter what Hawaii thinks so this is all hypothetical.

Fact: the peer review process has been compromised. That is now a matter of public record. For instance:

"[A]fter confessing to spiking samples for an HIV vaccine experiment, Dong Pyou-Han—whose case we mentioned in last year’s retractions roundup—was sentenced to nearly five years in prison and ordered to pay back millions of dollars in grant funding. It’s not the only time we’ve seen felony counts for fraudsters, but the sentence makes it the most remarkable one. (He’s appealing the decision.)"
THE SCIENTIST, The Top 10 Retractions of 2015, A look at this year’s most memorable retractions, By Retraction Watch | December 23, 2015.
    https://www.the-scientist.com/?articles.view/articleNo/44895/title/The-Top-10-Retractions-of-2015/

Scientists will fudge their data for money and politics. Surely you know that.

Your words.....“Volunteers deputized by local elected Sheriffs could probably handle most security problems very easily with minimal use of force.”
Pretty self explanatory.....webare deputizing volunteers. We don’t deputize volunteers in law enforcement “to handle most security problems.”...what ever that means. That’s something you see in old western movies.

You train volunteers and if you want to keep getting federal aid, according to state regs, they may need to pass a 100 hr reserve officer training course, which could take a year.

Then, like any law enforcement schooling, if they pass, you then have the option of swearing them in as part time police officers.
We don’t deputize volunteers....untrained, un prepared and un schooled.

Next time consider including a notation that you are being sarcastic. I am not all that interested in guns as an individual but I am getting angry that the ever drifting leftward Dem Party is increasingly inclined to use the U.S. Constitution for toilet paper.

IOW, I did not say "deputized any volunteer". Why make stuff up?

In fact, the criminal justice system has failed. Surely you know that.
Given the death toll in our urban hell holes any government concerned for the safety of its citizens would have been urging every law abiding citizen to arm themselves long ago.

Its a life or death emergency.

Vote republican, the party of denial of voting rights, cutting Medicare and social security, trillion dollar deficits, free gun trade to any walking humanoid, open drug/firearm trade on the border passages and 8 of the last 10 recessions.

So you’re deputizing volunteers to solve a problem...any or special, you tell us which then. You never said which....any or special.

Elected Sheriffs should ask for volunteers with police or military experience, swear them in and organize them to patrol the streets in high crime areas until law and order is restored. There would be thousands of volunteers to choose from, and they would not have to work the long hours required for understaffed professional police departments. Your complaints seem contrived and rather reactionary.

When violent criminals rule the streets it is time to return Power To The People. The Left used to understand things like that.

Yes, Republican pols really suck, but the DP and RP are joined at the head.

“They gather, all the brands, at the self-referential festivals, like the April White House Correspondents Association dinner, whose buffet of “pre-parties” and “after-parties” now number more than two dozen– because a single banquet, it is clear, cannot properly celebrate the full achievements of the People Who Run Your Country. … The insider swarm has been known by various names: “Permanent Washington”. “The Political Class”. “The Chattering Class”. “The Usual Suspects”. “The Beltway Establishment”. “The Echo Chamber”. “The Echo System”. “The Gang of 500”. “The Gang of 600”. “The Movable Mess”. “The Club”. Mark Leibovich, This Town, Penguin Books, 2013, p. 8.

    Wake up.

Any civilian who legally carries a gun is a defacto volunteer. They may not actively look for crime to stop, but they do come across it. Even if they don't confront criminals, their existence gives pause to some criminals as they don't know which victim is armed and which is not. I walk my neighborhood nightly with a gun on my hip. While the most likely trouble is coyotes, my presence is a deterrent to crime.

    No they aren’t...
You like the idea of being used ? The NRA contributes 30 million to TRUMP so he can campaign on what, saving the 2@....but also swearing up and down, he’s not cutting Medicare or SS....he gets in office and is now proposing huge cuts to both.

Listen carefully. BOTH Medicare A and social security are in the Black. From payroll taxes. That means that any cuts go straight into the general fund. EVERYONE paying payroll taxes are now paying more to cover the tax cuts for the rich. The top corporations are paying zero taxes now...they never cut the loopholes. So in essence, the NRA doesn’t give a fk about it’s mmebers, most of whom expect Medicare and SS to be there for them. One example..
Google the rest. The nra isn’t interested in anything but being a PAC for the GOP. Wake up.

With the blessings of the NRA, Trump promises not to cut Medicaid, Medicare and SS..
    He’s cutting all three.
    The nra knows this crap.
They don’t care about its members.

Or, could you be an untrained accident waiting to happen. The difference between self defense and looking for trouble is blurred. . The very idea of shooting a firearm in a neighborhood by an untrained, uninsured Resident, should give other residents more reason to feel insecure. I don’t know what de facto volunteers think they are accomplishing, but being armed in nieborhoods isn’t as effective as it is more dangerous for residents.

Not absolute, however, does not mean next to nonexistent. Not absolute simply means the scope of the second amendment is nearly absolute, and next to unlimited.

The matter of language aside, specify just what firearm-related restrictions are supposedly authorized to be made by the united states government.
