An assumption or belief (more like wishful thinking) is not proof. Former FBI director James Comey replying to Rep Adam Schiff's question regarding whether "the Russian intelligence service has dealt directly with WikiLeaks or whether they used an intermediary?"
An assessment is a statement of belief, not proof. As was admitted in the report released by "hand picked" members of 3 US intelligence agencies assessing alleged Russian meddling:
According to former NSA codebreaker turned whistleblower Bill Binney, the DNC emails were downloaded locally and then leaked to Wikileaks.

To top it all off. The DNC did not allow the FBI to examine their servers.

FBI says DNC rebuffed request to examine computer servers - CNNPolitics
    CNN.com

Instead the DNC hired a now discredited private digital forensics company Crowdstrike. As reported in The Nation:
So what we have here is a conspiracy theory being used to restart the Cold War and strengthen the National Security State. A US-NATO military buildup at Russia's doorstep, a massive increase in defense spending, and flagrant social media censorship.

With a consequence being what I concluded above, no it isn't.
