    I think I already, in this or another thread, gave you the time line and the congress that was in session. Hint: Gingrich was the lead.

    Reagan and Bush I failed to get is passed because of D congress.

    I would like to offer a snippet of an opinion. Citing my previous post. I love being an American. The brilliance of our ascension on the world stage in just a few 100 years based upon our libertarian make your own way philosophies then transisting to capitalism which for decades sustained us as the irrefutable world super power is awing. But the very constitution and laws along with arrogance and corruption, abuse, and manipulation of our countries core values, by billionaire elites, the media they control for the last 40 years are our undoing. As quickly as we ascended? We will descend. Will take 100 years because just like the Roman Empire it takes time...to unravel such a power...interestingly enough just like the Roman's? We will unravel ourselves...and yes it will be the Chinese. They dont plan and change their policies whimsically along 4 year presidential cycles. Its planned decades in advance and no matter who is in power they know..they just have to wait. Something they are very very good at

    And by moving more factory production to china make my counrty even more dependent on our enemy

    Not true. The Chinese sellers do not get the dollars we send them. The Chinese govt does. They give some to the sellers for sure. The Chinese govt does what they want with the dollars. The Chinese govt has a long time preference. They do not have to buy US goods or services. The Chinese govt will invest in US real estate or foreign ports and mines or invest in coal plants in their country.


    Cheaper stuff for US consumers and higher returns for US and foreign capital holders are good things for those people. It is not good for people whose jobs and communities are destroyed. Is the US govt supposed to care about those people? Yes or no? Most people in the US can not compete on price with all foreigners. Many rely on govt protection, either through direct civil service jobs or through govt enforced certification. You could fire half the US govt employees and not know the difference. You could replace the remainder with H-1Bs. You could replace most US teachers and admins with Indian H-1Bs for a lower cost. Foreign MDs and RNs work cheap.

    Would that be a good thing? Why should the people subsidize the higher paid protected workers? BTW I do not think that would be a good thing.

    Who are the parties? In the US it is the owner of some business (E.g. GM or Walmart) making a decision to buy from China based on price, often based on the short term. In China it is the govt controlled business making a decision based on many things including the people of China and the business owner and the employees. The Chinese Communist Party is embedded in all businesses above a certain size and have veto authority over most big decisions.

    If cheap stuff in the short term is the only value of a society then unfettered free trade is best. If society has values other than those then price alone should not be the only factor in making decisions. A buyer at Walmart does not consider the social costs of a decision to buy from China instead of from the US. I am not suggesting the buyer at Walmart should but the US govt should.

    Even a small difference may be big to a business on thin margins. I recall Jack Welch at GE had a dedicated phone on his desk. Any time a buyer at GE could reduce the cost of something by 5% he got to call Jack and brag about it. That 5% goes straight to the bottom line, often on a product that may be making 5 or 10% orofit to begn with.

    When their business model involes selling under cost in order to drive foreign competators out of business, and the losses are covered by the chinese government for strategic purposes that is mercantilism

    And its a threat to Ametica

    I prefer, free enterprise to capitalism. There is nothing in our constitution which says that our government should support or protect capitalism. In my opinion, our government should act to promote and protect free enterprise against capitalism, communism, socialism or any other ism...Capitalism does not promote free enterprise but rather by its very nature seeks to buy and corrupt political power and crush competition and free enterprise.

    China is the epitome of a country ruled by a strong ism, Communism. I would prefer that the US would be more committed to freedom and free enterprise rather than being ruled by another ism, Capitalism. Communism is a system in which a central government totally controls all commerce and severely limits personal freedom. Capitalism in my view is a system in which those with the most money can join in a force which corrupts government by buying political power and enacting laws that can severely limit personal freedom and definitely impedes free enterprise. Neither of these isms promote or protect free enterprise or personal freedom. Our constitution gives us, the people the power to regulate corporate powers and prevent them from corrupting our government with money.

    I prefer the American system of personal freedom and free enterprise guaranteed by the Bill of Rights and the US Constitution. We have a system of checks and balances which gives us the right to enact laws that will protect us from foreign and domestic Capitalists. Those very Capitalists have corrupted our government officials to act in favor of bank swindlers and corporate war profiteers and against working Americans.

    We need representatives who will work to control the Capitalists and support all of the people they represent, not just those who pay them off and write the legislation they promote. It seems that every President in my lifetime has immediately hired a lackey for Goldman Sachs and Federal Reserve Bankers as Secretary Of Treasury. Trump immediately hired scumbag percentage swindler Munuchin, Obama hired Geithner and on and on. When someone hires a person like Ron Paul or Elizabeth Warren as Secreatary Of Treasury instead of a bought and paid for whore, then we will know that we are moving in the right direction.

    This whole right vs left, Demikin vs Republicrat garbage is a scheme which is designed to keep Americans squabbling over bullcrap issues like abortion and guns while leaders of both the right and left are continually selling us out from both sides to foreign and domestic bank swindlers and international corporations who write the laws and the tax codes that both parties support.
