I think you need read your own links. The key point there is that though it was called a diversity lottery in 1965, it was nothing of the sort at that point, being almost entirely about allowing more Irish and Italian immigrants. I think all that shows is that dishonesty about the motives behind your immigration politics will bite you on the ass eventually. Is that automatically a problem? There can certainly be some issues as a consequence, especially if they're not properly managed, but there can be problems with a monolithic society too.
We need to focus on people coming in with ample money and/or needed skills and/or will assimilate into the American Culture over all other considerations. So why not sell Green Cards for say $250,000 if the party comes in with at least $10,000 in assets. Then look for people with degrees we need, skills at a high level in trades and those who will come in employable. Then last those who will learn English, assimilate and not cause issues I wouldn't let in insular religious people and those who don't want to become Americans. This isn't only Muslims but Ultra-Orthodox Jews and others would be to me undesirable. We should not allow in low skill workers and the very poor or uneducated in large numbers. Now exceptions could be narrow Asylum under our tight version of it, those who served in the US military and leaving on good terms after two tours or if wounded in combat to the point of disability (they earn it) or provided valued service to the nation would be suitable.
