True, you cannot put all of the blame on local officials. But you can certainly put the majority of the blame on them. And we do know that they made it worse. Just look at Detroit. Under the leadership of Democrats, it went from being the top city in the US to being the country's biggest cesspool. That's what happens when urban Democrats are in charge. They destroy the local economy with high taxes, high spending, and high debt, and they do so in service of their own corrupt interests. Urban Democrats view government as a means to profit, not as a noble social undertaking. And it shows.
The data speaks for itself. Measured as a whole, Baltimore is a failure on almost every front. That some areas of the city have managed to withstand the destructive policies of urban Democrats is the exception that proves the rule.
Not in our federal system. Something as simple as a negative income tax or a state replacing welfare with workfare might make a huge difference. Automation in the car industry destroyed in the job base. The pension system for the protected auto industry finished the job. There are a lot of factors involved in creating the problem. The worst sin is using high taxes (and high spending) to help the poor people in their community. It's a seemingly logical step for local government to help when senior governments do not. You don't think rich people see government as a tool of their will? I'm not making excuses for local officials, but I also know there's no way for any level of government to solve the problem by itself. IMO, you're too quick with an analysis that puts most of the blame on the victims. And I say this as an economist who has studied these problems and ways to address them locally in the face of indifferent or even hostile state and federal givernment.
Or the feds don't hand out money to poor communities in the same proportion it does to richer communities.
Ah not really, when you look at DOE, Medicaid, SNAP etc that’s just not true. Baltimore for example ranks third in the nation for student spending
I am not disregarding the people that live there, I am condemning the politicians that do nothing to help the people out of the poverty that lives there.
Richer communities get services poor people don't including more money spent on schools. Among large cities. What about suburban cimmunities?

Simple answer: Trump doesn't run the state or local government. You can run from reality, but you can't hide.
