We don't have any actual idea what, if anything, the OLC said. But it doesn't change the fact that the law in question doesn't give the DNI the authority to second-guess the IG.

That it does not meet the statutory requirements to be a whistleblower complaint, the person making it does not even have first hand information let alone the President does not come under the statute. Where are the actual whistleblowers if there are any?
Only because the “shall” phrase refers to the grand jury. In the law we’re talking about, there is no such wiggle room. The DNI has left them hanging. They have to go through channels to talk to Congress, and when the DNI decided to withhold the complaint, he also failed to tell the IG how the whistleblower could meet with Congress — ALSO a violation of the law. They have a lawyer who has been speaking publicly, and he has said the person would like to testify to Congress.
