    Ah so you are going with the "it depends what the meaning of 'is' is" defence.
    Quid Pro Quo does indeed litterally mean "something for something"
    However in common law, quid pro quo indicates that an item or a service has been traded in return for something of value, usually when the propriety or equity of the transaction is in question.
    That is why Trumpists howled that there was no quid pro quo. Why else would they be?
    I don't think your sophistry is really very convincing

    I saw the connection, as well as looking into what Europe was giving as well. I am not sure how or why this is an issue. I don’t want my taxes dollars wasted

    Well, why don't you tell us what Mulvaney said before he said what he said that you think affects what he eventually said...

    I read it, and it's interesting to watch the semi-functioning brain of Donald J. Trump in semi-action, but it in no way changes or modifies what Mulvaney said at the end...

    Trump said "I would like you to do us a favor."

    "Us", as in the UNITED STATES OF AMERICA.
