    Delta falls under JSOC. JSOC falls under USSOCOM, which falls under the DoD. I don't where you or whoever wrote this article get the idea that they are this rogue unit that does whatever they want. They are a very professional outfit. They do where civilian clothes when the mission calls for it and have relaxed grooming standards, but they will also wear uniforms on missions. And they sure as hell don't need to be "reeled in", whatever that means.
