Need a warrant for text messages, period. And you must have a criminal investigation to get the warrant. Adam POSchiff doesn't have special unicorn powers that voids the 4th Amendment.

Equally breathtaking is their statements that it is obstruction of justice for the executive branch to require rulings on by the judicial system on questions of separation of powers between the legislative and executive branches. Meghan will testify as ruled by the courts but it is interesting to note that the Banana Party pulled its subpoena of John Bolton rather than have the matter settled by the courts most likely to continue the false accusation of obstruction of justice.
