Pompeo bases this on the Bethlehem Doctrine of Pre-Emptive Self Defence, which is also the basis of all our drone attacks and killings. The term 'Imminent' as used by Pompeo, doesn't mean soon or about to happen. What it means if that you can kill someone just by feeling that they might do something someday.

Yet Iran is Shia, and 90% of Americans killed including and since 9/11, have been killed by Sunni Muslims financed and supported out of Saudi Arabia and its gulf satellites. Every journalist or aid worker who was beheaded and executed was murdered by a Sunni. Every jihadist terrorist attack in the USA itself, including 9/11, was Sunni. The Benghazi attack was by Sunnis. Isil are Sunni. Al Nusra are Sunni. the Taliban are Sunnis and the vast majority of US troops killed in the region are killed by Sunnis.
