I already responded that a Terry stop requires a reasonable suspicion on criminal activity.
And a black man chilling around in a park is not reasonable to suspect it's busy with a criminal activity.
So this falls under a breach of the 4th amendment. That search was illegal.
That attempt to taser him was illegal as well, since he wasn't armed.
