Not if only the top line of the ballot was selectively targeted. If you're in a hurry to change the presidency, would you take extra time to fill in all the down ballot ovals? Would you just change the Trump/Biden ratio and let the rest of the votes fall where they were placed by actual voters?

They didn't think Trump would have as many votes as he got until they started counting Nov 3rd. Then 6 counties shut down all at the same time, saying they were finished for the night, kicked out observers and media, boarded over the windows, then a handful of people started counting again into the wee hours of the night/morning (while they were supposed to be closed for the night). They were focused on the Trump/Biden contest only.

Now that all other races are settled, except the 2 Georgia Senate seats, they could try to concentrate similar tactics on those two races only. Except that the entire country is on high-alert and watching now.

So why wouldn't they have these ballots pre-filled out. Why would they wait until election night to fill in bubbles so they can also win the senate.

 

They've done sample audits. People are calling for full audits and forensic audits of the computer systems. Those have been denied. Taxpayers paid for the ballots, the voting machines, and pay the wages of elections' employees. Now the public is being denied to even inspect what they paid for. States are required to keep elections materials for 3 years, but if they lock them up and don't allow anyone to look at them, what's the point of keeping them?
