    That is a very good question. It requires first and foremost citizens unwilling to cede their agency to the state in exchange for "security."

    And Mill's counterpoint would be that its justification would be to preserve individual agency and liberty, speaking of utilitarianism. I would tend to lean in that direction.

    I hate to sound cynical, but I think we lost the plot a long time ago. Sycophant-citizens on both sides of the aisle have been too fascinated by the shiny objects waved in front of them by highly-skilled merchants of snake oil and verbal Viagra while taken in by extraordinary popular delusions and the madness of crowds.

    NB: We get the government we deserve. Careful what you wish for as the saying goes...
