    There should be no child tax credit at all. Wether it’s monthly or yearly. Maybe for the poor and that’s it. When I talk of poor I am speaking below the federal poverty rate.

    It's not a tax credit at that point. Not in any real sense of the words "tax credit" - a discounting of one's owed tax burden - because people living below the federal poverty rate don't pay any federal income taxes. It's just a welfare payment that we facilitate through the IRS by calling it "refundable" (meaning they'll give you the money whether you paid anything in taxes or not). Calling it a "refundable tax credit" is just a ploy to make it more palatable to the people actually paying for it, and perhaps to a lesser extent to the people who are collecting those government handouts.

    I dare say, if people can't find a job today, then it's pretty much a lazy problem. There are around 10 million job openings, fill them first then hand out free money :)

    10 million / 50 = 200,000 at least, some more some less ;)

    You realize that a tax credit given to somebody with zero tax liability results in a larger return. You additionally realize this is much much different than giving a person a tax break that pays some amount of tax, right?

    So, you desire to incentivize those that can't afford to have kids, to produce more, while decentivizing those who can afford to have more kids to have them which is good economically?

    I think Biden is a great case to illustrate the hopeless partisan divide in the USA. He is Democrat, so Republicans hate him regardless of what he does, and most Democrats also disapprove of him because he hasn't stood up for liberal policy much at all, such as his caving to Manchin etc. Leaves him historically unpopular.

    That's not their current practice, certainly. They don't really look at current records when deciding tax credits either, except to disqualify high-income taxpayers. That's a lot different than saying "we have no clue what people paid in the past". We DO know, exactly how much they have paid (or, in the case of many beneficiaries, NOT paid) in the past, we have just chosen to not make that a condition for receiving the "tax credit", because, again, it's not really a tax credit. It's largely a welfare payment for poor people, being run through the IRS.

    He does that because it sounds better to Republicans I think. Same reason why Yang called UBI a "freedom dividend". Same reason why Republicans themselves call corporate welfare other names when they support hand outs to corporations. It's all in the branding.
