Zelenskiy Accuses Russia of Terrorism. Ukrainian President Volodymyr Zelenskiy said Tuesday that Russia carries out “daily terrorist acts” and directly called Russian President Vladimir Putin a “terrorist.” In a virtual address to the UN Security Council, Zelenskiy warned Russia’s “terrorist activity” will spread to eastern Europe and central Asia if it is not stopped. He called for Russia’s expulsion from the UN, which is virtually impossible given Moscow’s veto power. He also urged an international UN tribunal to investigate Russian crimes against Ukraine, including the recent airstrike on a mall in central Ukraine. Russia’s deputy ambassador to the UN denied the attack and said Zelenskiy’s address was a “PR campaign” for more weapons from NATO. Associated Press Axios Reuters

UK Says Russia May Have Mistakenly Hit Kremenchuk Mall. The UK’s defense ministry says there is a realistic possibility that Russia intended for missiles that hit a busy shopping mall in the Ukrainian city of Kremenchuk to hit other nearby targets. Russia Arrests Mayor of Ukrainian City of Kherson. Russian security forces on Tuesday detained Ihor Kolykhayev, the mayor of Ukrainian port city Kherson, according to local officials. Russian-installed officials say he was detained after refusing to cooperate while Kherson local officials say he was abducted. His arrest comes as the Russian-installed military-civilian administration in the Kherson region is reportedly preparing a referendum on joining Russia. Reuters RFE/RL

Biden Pledges New US Base in Poland. Polish officials are applauding the U.S. announcement that it will open a new, permanent military base in the country. President Joe Biden made the announcement Tuesday at a NATO summit in Madrid, saying that the US 5th Army will establish a new headquarters in Poland.
