In the first round? 10 billion, once the new cottage industry gets up and running and the prison start to fill, the sky's the limit.
I would venture to guess that prostitution laws came about because of the public health risks. The oldest profession and STDs have been around a lot longer than reliable contraception and STD treatments. With the advent of reliable contraception and better health care, what politician do you suppose wants to take up the mantle of legalizing prostitution? So the laws remain. As for porn, the public health risks are minimal. Like someone else said, obscenity laws already exist; it's probably just a matter of who's in the AG's office and presiding in the court that determines which porn is considered "obscene" and which is okay. As an example, mixed-race porn would have been obscene a few decades ago; but today it's acceptable.
