A few weeks ago Obama told the western hemisphere that legalization isn't the answer. And the Fed drug raids where medical marijuana is state legal would tell that he doesn't want the states to decide the issue. Will Republicans go on the offensive?

There's not much money to be made in it, nor is there much of a reason to legalize it. The criminal laws, however, are hilarious.
It's from a long history of drugs are bad. It is goofy but the hemp plant is the only natural plant to be classified as a drug when the Poppy isn't but produces Opium and Heroin. I attribute it to hysteria.
There's a lot of reasons why the government hasn't just outright lifted the ban on marijuana, and among them are: "drugs are bad," yellow journalism, racism, privatization issues, taxation issues, and it would remove a lot of fresh bodies from the prison system. I also believe the government is afraid of people getting too lazy and content with themselves.
I didn't answer because nothing in the Poll was correct. During Prohibition many people turned to something free and legal, marijuana, and I mean a great many. Prohibition ended and the liquor industry was waiting gleefully for the profits to roll in, but alas they weren't. Sales were much lower than they were before Prohibition...much much lower. The leaders of the liquor industries met with congressmen and made deals to pump money into their campaigns for re-election. Thus the Marijuana Reform Act ensued and marijuana remains illegal today. Another small tid-bit...JP Morgan and other big wigs had a private club on 5th Avenue where they would "partake" of hash, which was legal...just enough to calm their nerves after earning a few million dollars more.

I had read about how Anslinger passed the marijuana stamp act without telling anyone it was the same weed as hemp. The theory was Hearst wanted to protect his paper investments for his newspapers and to get rid of a perceived hemp paper threat he demonized marijuana as a minority drug that attracted all the white women. Of course I wouldn't doubt the liquor lobby was involved with Anslinger - but Hearst did a lot of the yellow journalism. Simply put... there is an astronomical amount of money making schemes dependant on the illegality of marijuana. Those people in charge of the moneymaking schemes pay off our freemarket style politicans who act for the highest bidder.
Then Obama is an idiot. Legalization has been tried in several nations in the western hemisphere (which discounts the usa) and it has proved to be effective. Some forum members on this forum even have details if read through the large backlog of posts.
The politicos aren't alone on this issue. Most growers don't want it legalized either because they would be out of business. The courts profit and their subsidiaries (AKA drug and alcohol rehab programs) are doing a bang up business. Prisons, which are operated by private enterprise, also do a shovel-full of business. It is a big business to all but the smoker. I have never heard of a person torching up a fatty, get off his couch, load the ak-47, and truck on down to the local 7-11 and shake 'em down for money for another bag of weed. If they have a high-quality product, they can't even get off the couch. A friend of mine who worked for years with the FBI told me that the term "Gateway Drug" really meant it gave law enforcement easier access to your home (through the gate) because the chances of pot being on the premises was more likely than catching you drinking and driving.
