The break down in regulation occurred because of the pro-lifer movement foisting unnecessary procedures and practices on those who regulate and perform abortions. The pro-choice movement responded by beating back any and all over site. The lack of over site is what caused this, both parties have blood on their hands.

Not to mention that this facility has had numerous complaints lodged against it throughout the years that failed to go investigated. Seems like a breakdown in government and over site, nothing inherently wrong in the pro-choice position.

And I see little difference in botched abortions in an alley or in a run down ghetto clinic. Pro-lifers want more of this. They want the satisfaction of imposing their will on others and punishing those who have come out of the dark ages.
