He should have been fined if he was speeding, and saying he is driving 'nowhere in particular' is a bit suss.

 

Police officers have discretion as to whether they will issue a warning or a formal citation and a fine. And maybe in Australia the cops can demand you tell them your business, but here in America there is nothing wrong with going "nowhere in particular" and you don't even have to answer the cops if you don't want to.

I don't know much about concealed carry laws, but if I recall in some states when you are pulled over by a cop you are legally obligated to inform the officer you are armed.

That is correct if you are a CCW permit holder in most states and the weapon in accessible or on your person. I don't know the specific law in Texas, but it is always a good idea to let the officer know you have a weapon in the vehicle. This would not apply if it were in the trunk, for example. But if it is in a place where you can put your hands on it, just tell the officer. Also, make sure your hands are in plain sight when the officer approaches your vehicle. On the few rare occasions I have been pulled over, the cop always sees my hands on the wheel when he walks up to my window. I give him/her a slow wave with my open palm and then indicate that I am going to open the window. They appreciate this and it helps keep the situation nice and calm. I've had three cops thank me for doing that--right after they declined to cite me and let me off with a warning. Not sure if there is a correllation, but...

Hey Rose.......did you see the dash cam video of the stop?......the cop didn't recognize him at first when he looked at his license......THEN.......Z had to point out who he was...he said "Did you see my name?"......then the cop realized who he was and said "what a coincidence"
