What shut down? Obama has you buying into his rhetoric so deeply that you seem to miss the point. The government is still operating, Obama is still getting HIS paycheck, along with his cabinet, he's still waging war on two continents and spending faster than a drunken sailor with an hour's leave.. The government is not shut down. Some aspects of the government have incurred staff shortages and furloughs, but the government is 99% operational. The mindless Obama hordes are calling it a "shut down" to panic the public.

Non-essential means that the work doesn't need to be done in the very near future; not that the work doesn't need to be done at all. Government services will slow or shut down, important files that need dealing with will be significantly delayed and even potential criminal prosecutions (fraud, pollution, etcetera) may be torpedoed.
