The region does not "belong" to either country. This is purely the concern of residents of Jammu & Kashmir, and the opinions of others should be irrelevant. A fair referendum should be organized with third-party oversight to determine if the nation wants to be part of India, part of China, or an independent nation. If there is a regional division in the referendum, divide Jammu & Kashmir between the two nations.
