The SCOTUS only ruled the line item veto unconstitutional in 1996 ... due to Clinton vetoing 98% of the bill.

Unfortunately, due to Clinton ... the line item veto can no longer be used to take out insidious legislation such as the indefinite detention clause. .. which according to Democrat Senator Levin; the Obama Administration 'wrote'.
