So these particular Taliban won't be killed unless they rejoin the fight? Why not just kill them, as the soldier has been recovered already? The policy is to kill these enemies wherever they are, right?

As far as "monitoring", how exactly do they get monitored? If this is what makes them not be a threat, they could do it for whichever drone targets Obama has been demolishing, right? They must know where they are. So the question stands. How could drone strikes be the only option to stop imminent threat from other Taliban?
