Perry’s slush fund, doled out upwards of $200 million to companies that never even filled out an application to receive them. The audit was conducted after a bill by Senator Wendy Davis passed to address whether the funds were be appropriately administered. Davis responded to the report stating that “this is exactly why we need to root out the old insider network in Austin.” That message and the results of the report which also implicates Greg Abbott, by way of an anti-transparency ruling made by the Attorney General, follows the theme of her campaign painting Abbott as an insider working for other insiders and another member of the boy’s club long led by Gov. Perry. The detailed document accused the Office of Governor of not protecting the financial interests of the state, not providing decision makers with complete and accurate information related to awards, inconsistency in the awarding process, and not fully complying with statutory provisions in reporting on the fund itself. The State Auditor’s report states: The Office did not consistently maintain key documentation of its TexasEnterprise Fund awarding processes.
