Generally such people are leftists. And that view has a long history on the left.

And every Eugenicist in the 1920 and 30's was a left winger. What's better wishing that idiots didn't vote or trying to kill them all?

I've never said that I'm in favour of taking away voting rights from idiots. I just pointed out the obvious flaw of democracy: that idiots can vote. I agree with what Churchill famously said that, democracy is the worst system, except all the others that have been tried. So, democracy is bad, but it's probably the least bad alternative. Rule by an elite is certainly a much, much worse alternative as countless examples from history can show.

I believe your confusion is in thinking that Democracy some how protects the individual from Government. Far from it, Democracy often sacrifices the individual to the will of the voting majority. The true distinction of the U.S. Form of Government is our Constitution which forms the basis of all of our laws. We have written a number of protections of the individual into our Constitution which means no matter how much the majority may object, there are some fundamental rights each individual may exercise. Perhaps one of the Chief Justices of the Supreme Court said it the best; Laws are made to protect society from acts of the individual. The Consitution protects the individual from the acts of society.

Without a Constitution, the protection of the individual is left to the Government. No matter how good the intentions of the Government, mistakes will be made, some will be hurt to benefit others, and some level of abuse of power will exist. There are many examples to teach use that multiple parties do not guarantee good Goverment. Additional parties only allow for different mistakes, not less of them.

So if the West has anything to help China, it would be to base the Judicial system on guaranteed rights of the individual, not on their elected representitives and what laws they might choose to enact today.

A very well thought-out response that covers all the crucial points,.

Study human history and, no matter how democratic any social structure started, it always devolves into one ruling class controlling all the rest,

Surprisingly, our Founders looked to a very democratic society when they got around to basing ours - The Iroquois Federation. They took the tyranny of the family structure - mom ruling with an iron hand while papa brought home the venison - and show how the leaders of those family units became in a system where everyone had an equal voice. [They did go a bit far by requiring the final judgment be unanimous.
