this is 100% false. the fisherman were not in Israeli waters. They were within the territorial waters of Gaza, which according to Israel is no longer under Israeli occupation. International waters begin 12 miles from the coast. They were much closer to the coast than 12 miles. and calling these fishermen "terrorists" would be like calling the victims of the Holocaust "Communist enemy agents".
