Yeah please do like I am totally confused that Private organizations=State ran projects. It is you that are confused by how I mean that private enterprise is masqueradeing itself as a state operation when it is not one.
Looks like you are both right. The Illinois lottery is s state agency now managed by a private firm: http://www.columbiachronicle.com/metro/article_41b41358-24bc-11e4-ae2c-001a4bcf6878.html
See my sig line. Meanwhile, Illinois is hemorrhaging under decades of excessive liberal spending and pension promises. Their budget process is all FUBAR because of it. Not mentioned in the piece is that to be a vendor in Illinois, and to be owed money by the State, is to wait a year to be paid in many cases. Last I heard, they were $6 billion in arrears just with accounts payable. Try again. - - - Updated - - - But the State pays out everything over $25K regardless.
Wow, I didn't believe the thread title, so I watched the video. Yeah, it does seem Illinois is Americas Greece. At least the state should have stopped all lottery sales if it can't pay. Also the video is right, it is always the little guy that takes it in the shorts. Anyone who think a politician has your best interests at heart is a fool. They promise and do anything to get elected and re-elected and do not give a darn about you. Well, only your vote, not your welfare. Anyone who trusts a career politician to do what is best for you, you get what you deserve. Or in this case you do not get what you deserve, you can win the lottery, but you get no money. It is no wonder the outsiders, those not career politicians like Trump, Carson and Fiorina are doing so well. If you want government to take and take, then stick with the career politicians like Clinton and Bush. They will both stick it to you.
Stop buying tickets altogether. Cut that revenue out of the politicians hands and they will work a little harder to get a budget figured out. The lottery is a racket any way. It's a government run casino that makes them a boat load of cash. Meanwhile pretending to be on a budget. The budget "only" includes monies collected from taxation. What happens to the money made from lottery sales? Look at Illinois comprehensive annual financial report. Every city, town, county, and state government has to release one every year. The profits are massive.
