There are lots of things we can buy for $15 billion dollars, plus tax payers could keep that money and spend it themselves.

And with the wall, there are various increments we can do. We've already cut back the wall size just to get to $15 billion!

There is no way to determine how much wall to build or whether there are other ways of spending that money that have a better return .... UNLESS we have a serious justification that includes an analysis of benefits and costs.
