    I guess it goes to show that black reparations is not ever taken seriously.

    Well we all know when it comes to California the minority is Latin American.

    And hey, if they have so much tax dollars floating around why don't they get around to fixing that dam they're always fretting about???

    Read the Article, it was a hoax, fake petition, put before voters, many of whom signed the damn thing!

    If they're willing to sign it, put their LEGAL authority behind it as American Citizens... Is it really a Fake? Or just a problem indicator?

    You don't have a question for me as per OP, alright.

    As a centrist I will try to satisfy your query,
    my answer is no, they are already given rights and they could stay there.
    and if they wanted to convert then it's the same as choosing a path and you have to walk through it,
    but the problem is can they be converted and is there a limit for the vice versa conversion?.

    I've signed petitions for things/candidates I don't support. It is just common courtesy----well until they demand I give them my SSN as part of the verification process, at which point I tell them to take a hike.

    Just because there is a petition on something it does not follow that it will successful. I am sure that there is a petition statutes by some mentally unstable Trump supporter that says we need a law stating that Trump shoukd be named Czar of The Americas so what.
