Because many establishment Democrats are still in denial about the results of not just the 2016 Presidential Election but of all of the other elections that left the DNC in the state it currently is in. And you have to keep in mind, as in any party the DNC is filled with self-interested individuals. This is why they didn't ban acceptance of corporate money, and this is why they refuse to cede any substantial power to the Sanders coalition which is their most vibrant and energetic group of potential supporters. Tom Perez won first and foremost to maintain the status quo and fend off any takeover by the Sanders supporters. Establishment Democrats know that once they let the Sanders people take over, they have lost their party to them permanently. Secondarily Perez won because the Israel lobby would not permit Keith Ellison to win under any circumstances. Now they stashed Ellison in a worthless ceremonial position as a token of acknowledgement to the Sanders supporters but he won't be making any significant decisions. The Democratic Party in 2016 is not a truly national party, it's a party of the big cities and coastal elites. This is why they lost the election, they didn't appeal to all of the other people in the country of various interests in the flyover states and battleground states like Ohio, Wisconsin, Michigan, and Pennsylvania. Expect Perez to be ousted after a lackluster showing for Democrats in 2018, the crisis that ensues between the old guard establishment democrats and the young guard Sanders supporters might result in a schism that hands Trump the White House for a second term.
