In truth, who knows? But the terrorist attacks during the election campaign were very helpful to the tories and of course the right wing tabloid newspapers.
I still do not know if any BP would sink so low, but I have no doubt there are some in the establishment who would.

Nope, more a "it may be convenient to look the other way" man.
As your original post shows, all the powers were in place to stop that scum, yet when he slips through the net, May wants more powers!
Freedom of speech, no long detention without charge, right to know what you are accused of, presumption of innocence, right to silence, right to strike, free movement around your own country, all these things and many others have been either partially or completely removed since 1979 in the UK. To me this is the very essence of a democratic society, if we erode those rights, what exactly are we fighting for? Whether you are left or right it should be cause for concern.

Same in USA. The Orlando Pulse Nightclub shooting was by a Muslim who attended a meeting by an Iranian Islamic Cleric who was allowed in and to travel to Orlando specifically to tell Muslims in Orlando that homosexuals are "sentenced to death." This was known to be his purpose and even presented on television prior to that meeting. The shooter, prior to this, admitted to the FBI he had told others he wanted to shoot a lot of people. He was allowed to do so. What he was going to do - and why - was completely known - including to the FBI - in advance.

Was the cleric's hateful views known before he arrived?

Yes, it was on YouTube and some people were howling about it. Certainly it known after he was in the USA but before the meeting because that part of his YouTube video claiming homosexuals are "sentenced to death" was literally shown on TV. Saw it myself. If not already, at that point his travel VISA should have been instantly cancelled and him sent home.

Was there a response from the United States Citizenship and Immigration Services?

I would certainly hesitate to assume that United States Citizenship and Immigration Services officials were aware of his views and let him in anyway. It would not be easy to thoroughly vet the opinions of every person who applies for a visa into a country. The only realistic way to stop these sort of hate preachers is for people/anti-hate groups to find out that someone will be visiting the country and then launch a 'revoke visa' campaign. At which point, the authorities have it made very easy for them. The problem is, so much 'anti-hate' group 'revoke visa' energy is misdirected to people such as Milo Yiannopolous!

Youssef Zaghba is an Italian citizen of Moroccan descent who lived and worked in east London. His Italian mother lives in the northern Italian city of Bologna. Because of his EU passport and European appearance, he faced less scrutiny from immigration officers when he entered the UK. EU citizens usually get a free pass at UK airports, contrary to those from predominantly Muslim countries. This Moroccan-Italian man was arrested last year on suspicion of trying to reach Syria from Italy but he was not on a watch list of UK authorities.
