There are white people in the Hispanic world, but pretty much all of the Hispanics that come to the US are not racially white. They look like this

I think they are technically a caucasian mongloid mix like myself. White is a bad distinction to make because skin color is less relevant than geographical heritage and the genetic traits that result from that. Generally though I assume saying white means caucasian. 'Perceivably' full caucasian.
In Latin America, the concept of race doesn't really exist the same way it does in the U.S. In most parts of Latin America pretty much 90% of the population are of mixed heritage, to some extent or another. The concept of race still exists in those societies, but it's more a matter of degree rather than absolutes. Rather than someone not wanting their daughter to marry a man because he's Black, it will be not wanting their daughter to marry him because he's "too Black", for example.
Importing non-assimilating alien cultures, populations with low average IQs frequently even illiterate in their own language, heavily prone to using social service entitlements, and creating a socially unstable salad bowl is a recipe for disaster. People keep saying "melting pot" but melting pot is a reference to European immigrants who shed their language and culture and assimilated as Americans, not people who cling to their language and culture and refuse to assimilate. They can call themselves Martians, but it doesn't make it that way. I have a lot of Latinos in my area, and I don't see throngs of them identifying as white, or even a few of them. There is a clear group distinction and they choose to live for the most part in Latino areas.
It's a very general term based on the context of demographics at the time. Light-skinned people back those days where we were were necessarily of European origin. We didn't start importing light-skinned Middle Easterners in large numbers until after 1965.
