It's already a crime for foreign nationals to spend money to influence US elections. We just need to enforce those laws, and require companies like Facebook to enforce them. Facebook executives admitted that they knew Kremlin backed ads were on their site for over a year before the election, but didn't do anything because there was no law that said they had to, and it would have lost them money.
