Blacks are 12% of the population and whites are 62% of the population. So if whites raped at the same rate as blacks, they would have a total of (62/12)*5,400 = 27,900. Blacks are therefor three times as likely to rape as whites.

Check how many Whites are arrested for, rape, versus how many Blacks. Then post an apology to Blacks, for you fleecing the facts.
