    Except that's what the Mueller Report essentially concludes.

    I'm now hearing that the report explicitly expected that Congress was supposed to the be the body to determine whether Bonespurs J. Traitor obstructed justice.

    So why did Trump's political appointee decide?

    On some occasions. But then why did his campaign directly accept a meeting to "get dirt on Hillary"? Why did Manafort share internal polling data which allowed the Russians to target the right demographics?

    Americans know the whole investigation was a joke. There is no underlying crime. So the results of the report are not even close to impeachable.

    If you read the entire passage, you would know he was worried about the perception of a special counsel. He even mentions that immediately after.
