    You misinterpreted that entirely. He was unable to make that conclusion due to the rules of the game. He tossed that fastball to Congress. Look this will all be clarified for you July 17 when Congress starts doing its job.

    There is no rule he couldn’t make a recommendation. He made that choice and, it went to the DOJ as the law required.

    You still think that the Mueller Report exonerates Bonespurs, so your ability to interpret what Mueller will say under oath is a bit suspect.
