Probably there would be less racism if everyone can stay in their countries of birth and stop immigrating to other countries en masse. Actually, it doesn't bring peace (for long) to be united and brought under one rule. It breeds resentment and causes a revolution which makes the initial conflicts seem minor. Look at the Balkans. They have had several cycles of unification and breaking apart, each of which has resulted in war, ethnic cleansing and genocide.
So to "get rid of racism" you want to enact a racist law that discriminates racially and demands people live their sex lives according to racist precepts you have suggested. And for the rest - basically enforce a thought policing regimen in which everyone you disagree with is butchered wholesale, because like, peace out. Is that so?

I couldn't make a better satire of authoritarian globalists if I tried. Literally advocating for war and genocide in order to enforce their racial laws. And forbidding religion for some reason, even though religions are some of the most anti-racist ideologies in the world as they try to convert the entire world to their beliefs regardless of race. So this makes no logical sense in terms of fighting racism, it's just the usual totalitarian agenda of erasing tradition to make place for their brave new world.
