That seems bass ackwards to me. You have people who are taking the meds so most likely their mental conditions is under control. So you deny them having access to a gun. Then we have this other group of people who refuse to take their meds, but they are allowed to own a gun. That sounds like our government in action. Reminds of of WWII. Some bright person decided that we should plot all the locations of bullet holes in airplanes and armor those locations. It was pointed out that those bullet holes were seen in aircraft that made it back. You should put armor in locations where they were not seeing bullet holes.
It is ultimately their decision to make, and their decision alone. It is not for anyone else to decide that they know better about running the lives of complete strangers, and dictating that they must continue existing when they have no desire to do such. The simple truth is that if these individuals did not use firearms for the purpose of ending their own existence, they would not even be mentioned or regarded at all.
Since the founding fathers did not implement any firearm-related restrictions, and did indeed not codify any authority for the federal government to regulate firearms in any manner, the only conclusion to be drawn is that the phrase "well regulated" does not mean being subject to significant restrictions and regulations. Firearms safety training being made mandatory prior to legal firearms ownership has absolutely nothing to do with safety. the NRA only advocates for training when it is done on a voluntary basis, not when it is made a legal requirement for the legal exercising of a constitutional right.
All done without government being tasked with meeting the legal burden of due process, meaning constitutional rights can be denied in an illegal ex post facto manner. Such a proposal would have wide-ranging unintended consequences. There is no way such an effort could be implemented without the public becoming aware of such. When the public believes they will be denied their constitutional rights on the basis of their medical records, it will inspire distrust of physicians and individuals will not seek out medical treatment for fear of being stigmatized and punished as a result. Those who are in need of medication will not seek help, and their mental conditions will deteriorate to the point they may very well become a mass killer because the voices in their head told them to do such. For such a matter to even be considered constitutional, it would have to be announced, and the public would have to be informed of which medicines will be flagged and which will not, so they can make informed decisions about their own healthcare.

You indicated that more than half the shooters had been diagnosed with mental problems and they could be identified by their prescriptions. There are so many flaws in that it is pathetic. It would be just another feel good measure with little actual help. Not all of them would be prescribed medications. Not all of them would order the prescriptions. Not all of them used guns they had bought. Some would get the guns elsewhere after failing to be able to purchase one. Some of them would have bought the guns legally before getting the prescriptions. You add all those together and it will have little effect. In order to include mental problems, you have to change the HIPAA laws and get them in a national data base. I am in favor ofr this depending how it is done., However a court order should be required before putting them in the data base. As Xenamnes said above, there are many privacy and rights issues which must be addressed.

However the majority of those deaths are the results of the illegal misuse of firearms by prohibited individuals, and the majority of the deceased are those who are engaged in illegal activity at the time of the incident. The simple matter is that the majority of all non-suicide firearm-related deaths in the united states are criminals killing other criminals. It is not tens of thousands of innocent individuals who have done nothing wrong and are killed randomly for no reason.

Except for the fact the militia act did not do anything to regulate firearms. Even if such were the case, the only supposed firearm-related restrictions implemented by the founding fathers specified that firearms must actually be owned, and nothing else beyond that.
