We basically set the international precedent that foreign meddling is legitimate policy, backing up our results with the might of our military and literally forcing other nations to accept our meddling at gunpoint. We're a long way from being able to claim other nations are 'attacking' us when they try to interfere in our elections.

No it isn't that simple. All you described is a propaganda campaign by an unfriendly foreign power which is pretty much the norm in international back and forth. Radio Free Europe and all that. The Russian government preferred Trump, nobody is saying that they were the reason he was elected. That was Hillary Clinton, not Russians. Hacking of elections in the USA by foreigners cannot be stopped with legislation in the USA.

Unless it would be to strongly suggest to the several states that they go completely back to all paper regarding all things elections, and make it worth their while by a little enticement, or by punishment for the non-conformers.

Putin has been getting his Christmas list filled every single day since Trump was elected. He wanted Trump. He wanted a split between Western Europe, Britain and the US. He wanted confusion in policy. He wanted chaos in the West Wing and the Cabinet. He wanted distrust between the intelligence agencies and the White House. He wanted white supremists and Black lives Matters to engage in violence and warfare. He wanted all of us to be suspicious of election returns, and their results.
