What really needs to happen are DNA tests performed on supposed parents claiming to be the parents of children they are with. If the tests don't match, then I recommend kidnapping charges at the very least.

According to the news report I heard, DNA tests has been done on a large sample and 30% of those claiming to be parents were not. Children are either borrowed or kidnapped. I'll try and find the source.

The test pilot didn't show quite 30% as expected, but nevertheless over 1000 families were shown to be fraudulent! If that is not of a concerned nature, I don't know what is! People bringing children that are not their own leaves their motives quite questionable. Sex trafficking? .....or in some cases just a ruse to work the system?
