We found several problems with that.

Before the landing it was believed comets surface is like soft and squishy. The spacecraft was build with mini harpoons. Once the sensors notices contact, the harpoons were supposed to fire and then pull the craft down. It did not work. The terrain is very rugged with gigantic clffs and so on.

With 15 billion Euros , Germany can afford to save the EU 127 million without thinking twice since come 2020 EU will get to rethink it's annual cost to have Turkey do this for the EU.
With 15 billion Euros, Germany can't afford to house them alone for perhaps decades to come.
