I somehow suspect Obama, Bush, Clinton, Bush, Reagan, Carter, Ford, Nixon, Johnson, Kennedy, Eisenhower, Truman, and Roosevelt all forgot that part of protocol. I am totally surprised they did not take Trump up, on the offer to meet with this woman who played a role in the death of their child. They probably could all have had a nice chat over coffee and a Danish and then taken the White House tour.
She explicitly said she wanted to meet her, from memory she said when she does she can't be held responsible for what she says. So what's the story again? Trump fulfills wishes of grieving mother?
I take the sarcasm back. It makes more sense if this was originally expressed to the White House somehow, or this is a huge miscommunication, because it is impossible to imagine even Trump doing something to organize this without someone giving the staff the idea that this was going to be well received.
I watched her on live TV say she is going to the United States and can't be held responsible for what she says to the diplomat. Kind of assumes a meeting between her and the diplomat. Which Trump seems to have kindly arranged.

Media takes offense while the grieving family does not. The media could have easily and honestly led with "Dunn Family Happy With Trumps Handling of Meeting". They chose the option to make themselves look like partisan hacks. This happens in just about every story and is why we call the MSM fake news. All their headlines MUST always fit their agenda.
