Difference is that the children of diplomats are never under the jurisdiction of the United States, as part of international diplomatic agreements. It's just like the children of diplomats can't be charged with crimes when they are in the U.S. Anchor babies can be charged with crimes under U.S. law, hence, they are under the jurisdiction of the U.S., and is why they are anchor babies.
